I'm guessing that at some point DNS is going to go through a significant change.

I haven't looked much but I just had the idea that something similar to the Proof of Work idea that was being tossed around for lowering SPAM email would be useful for DNS. The main drawback for PoW in mass email was that it would affect the business of legitimate bulk emailers. However, PoW requirements for public DNS resolvers may be useful.

The reason PoW is unfeasible for DNS is because it will punish recursive resolvers.
To my understanding, DDoSing DNS servers is not very effective because there's simply not enough moving parts in DNS. All you really can do is overload them with too much traffic or try an amplification attack.
